Configure reverse DNS (PTR record) for an IPv4 address on a Vultr instance to enable proper reverse IP lookups.

The vultr-cli instance reverse-dns set-ipv4 command configures reverse DNS (PTR record) for an IPv4 address on a Vultr instance, enabling reverse hostname lookups for that IP.
