Configure reverse DNS (PTR) records for IPv6 addresses on Vultr instances

The vultr-cli instance reverse-dns set-ipv6 command configures reverse DNS (PTR record) for an IPv6 address associated with a Vultr instance, enabling proper reverse IP lookups.
