Yes. Stopped Bare Metal servers continue to reserve dedicated hardware and therefore incur charges until they are destroyed. The "Stopped" state preserves your physical server allocation, which prevents it from being re-provisioned to other users.
To stop billing for a Bare Metal server, you must destroy the instance from the Vultr Customer Portal, or by using the Vultr API or CLI. This action fully releases the physical resource and halts all further charges.
